On behalf of my public sector client in Oranmore, Co Galway, I am recruiting for a Senior Learning and Development Specialist.

This is a temporary role for 6 months with potential to extend. This role is full time, 37.5 hours per week, 09:00 - 17:30 with 1 hour unpaid lunchbreak.

Learning and Development Specialist Responsibilities:

  • Take a lead role with the HR team in developing a strategic Learning and Development Framework and associated policy, building on findings from a recent organisational review and mid-term strategy review, and aligned with the organisation's strategic objectives, HR priorities, workforce capability needs, and values.
  • Work with the Senior Leadership Team, managers, and staff to identify learning and development needs across all career stages, ensuring a structured, inclusive approach to capability development that supports both current and future needs.
  • Review existing learning and development practices, relevant organisational reviews, strategic priorities, public sector requirements, and best practice to inform a practical, sustainable, and measurable framework.
  • Develop implementation, governance, and reporting arrangements to support the delivery, monitoring, evaluation, and continuous improvement of learning and development activities — ensuring the framework reflects the organisation's culture and values and can be embedded at all levels.
  • Produce the policy, framework, supporting procedures, guidance materials, templates, and tools needed for organisation-wide implementation and ongoing management.

Learning and Development Specialist Requirements:

  • Significant senior-level experience in organisational learning and development, capability building, HR strategy, stakeholder engagement, policy development, facilitation, change management, and delivering strategic projects.
  • Demonstrated ability to translate organisational strategy and business priorities into practical, innovative, measurable learning and capability-building initiatives that support performance and culture.
  • Strong interpersonal, communication, and influencing skills, with the ability to build relationships and engage confidently with a broad range of stakeholders.
  • Proven experience leading and facilitating organisational development initiatives, managing competing priorities, and delivering outcomes in a complex, evolving environment.
  • A relevant degree (NFQ Level 8 or equivalent) in Human Resources, Organisational Development, Learning and Development, Education, Business, Psychology, or a related discipline.
  • A postgraduate qualification, recognised coaching qualification, and/or professional accreditation in HR, Learning and Development, Organisational Development, or a related discipline is desirable.
