An exciting opportunity has arisen for an experienced Procurement Manager to join a dynamic, commercially focused organisation, based in Shannon, Co. Clare, operating within the aviation and property sectors.

This role requires a procurement professional with a strong background in public sector procurement and tendering. Reporting to the Head of Procurement, you will play a key role in delivering compliant, efficient, and value-driven procurement services across the organisation.

You will lead and support procurement activities in line with national and EU public procurement legislation, ensuring best practice, transparency, and value for money across all purchasing activities.

Key Responsibilities

  • Lead contract negotiations, ensuring fairness, transparency, and integrity across all procurement activities
  • Manage end-to-end public procurement and tendering processes, including:
    • Drafting and refining tender specifications
    • Developing sourcing and negotiation strategies
    • Preparing tender documentation
    • Publishing and managing competitions on eTenders
    • Handling clarifications, evaluations, moderation, and award processes (letters of regret, intent, standstill, and acceptance)
  • Ensure full compliance with national and EU procurement regulations and internal governance policies
  • Support delivery of strategic procurement objectives, driving efficiency and value for money
  • Manage supplier selection, development, and ongoing supply chain relationships
  • Act as a key advisor to internal stakeholders on procurement planning and compliant sourcing processes
  • Collaborate with Finance to ensure compliance with financial and statutory requirements
  • Oversee contract lifecycle management, including renewals and re-tendering activities
  • Contribute to continuous improvement of procurement policies, processes, and best practices
  • Support purchasing operations, including supplier setup and purchase order management

Skills & Experience Required

  • Minimum 3 years’ procurement experience, including public sector tendering and sourcing
  • Mandatory experience managing tenders via the eTenders platform
  • Strong knowledge of Irish and EU public procurement regulations (including OJEU-level competitions)
  • Understanding of contract terms and conditions
  • Excellent analytical, organisational, and problem-solving skills
  • Strong written and verbal communication skills
  • Ability to work independently with a proactive, results-driven mindset
  • Strong IT skills and experience with procurement/purchasing systems
