6 Month Contract - Potential long-term opportunity

Hybrid working - 2 days office based, 3 days remote

Fantastic opportunity for an experienced HR Manager to join a dynamic People & Culture team. Reporting to the Head of HR, the ideal candidate will have prior HR management experience from a public sector background.

Key Responsibilities:

  • Lead and oversee day-to-day People Operations activities across the employee lifecycle (onboarding, employee changes, offboarding, and queries)
  • Ensure delivery of a timely, high-quality HR service aligned with organisational policies and standards
  • Act as escalation point for complex operational issues
  • Oversee and support the delivery of recruitment and resourcing activity
  • Address delays in recruitment processes and reduce vacancy gaps
  • Partner with hiring managers to prioritise critical roles and improve time-to-hire
  • Provide senior oversight on employee relations matters, sick leave and absence management
  • Ensure consistent tracking, follow-up, and reporting on employee cases
  • Support managers in applying policies fairly and effectively
  • Lead a targeted effort to reduce existing backlogs in People Operations
  • Identify process inefficiencies and implement practical improvements
  • Introduce structure, prioritisation, and tracking mechanisms to sustain performance
  • Build strong relationships with managers and key stakeholders
  • Provide clear, professional advice on HR policies and processes
  • Ensure a responsive and customer-focused service
  • Enable capacity within the broader P&C team to progress strategic people initiatives
  • Assist in the selection & implementation of new HRIS system.

Essential Skills, Experience & Qualifications

  • Significant experience in HR / People Operations at a senior level
  • Strong working knowledge of employee lifecycle processes and HR best practice
  • Demonstrated experience managing high-volume operational workloads
  • Experience handling employee relations cases, including absence management
  • Strong HRIS system management experience.
  • Proven ability to lead, prioritise and deliver in a fast-paced environment
  • Excellent stakeholder management and influencing skills
  • Strong organisational, analytical and problem-solving capabilities
  • Public sector experience desirable
