Job Opportunity: Permanent full time Sector Manager
Location: Roscommon
Salary: €82,000-99,000 per annum
Working Hours: 35 hours per week
Overall Objective:
The Roscommon Sector Manager holds a critical senior leadership role, responsible for the strategic and operational management of adult intellectual disability services across five geographical service areas in Roscommon. The Sector supports approximately 500+ staff (400 WTE) and operates within a budget of €30 million.
The Service supports individuals with intellectual disabilities across Ireland. With over 400 service locations, our mission is to empower the people we support to live full and valued lives in their communities. Each Sector is led by a Sector Manager who reports to the Director of Services and contributes to the overall strategic and operational leadership of the region. This position is also a pivotal member of the Senior Management Team.
Key Responsibilities:

1. Strategic Leadership

Develop and implement strategies for workforce planning, recruitment, retention, and staff development.

Provide leadership aligned with values and contribute to regional/national reforms.

Engage with stakeholders including people supported, families, staff, and advocacy groups.

Represent and participate in various management teams and sector committees.
2. Operational Management
-
Oversee all service areas within the Roscommon Sector (e.g., Day, Residential, Respite, Outreach).

Manage referrals, waiting lists, and new service development in collaboration with the HSE.

Ensure effective coordination with internal support functions (HR, Finance, IT, etc.).

Respond to public and political queries, and facilitate appropriate housing solutions.
3. People & Performance Management

Lead a team of 500+ staff through structured line management.

Support and supervise Area and Team Managers.

Promote employee engagement, inclusivity, and positive staff relations.

Oversee recruitment and staff onboarding in collaboration with HR.
4. Governance & Compliance
-
Ensure full regulatory compliance with HIQA and relevant legislation.

Act as Sector Complaints Officer and monitor incidents using AIRS.

Oversee audits, quality reviews, and participate in regional and national forums.

Represent the sector in compliance, planning, safeguarding, and property committees.
5. Financial Oversight

Manage a €30 million budget ensuring alignment with HSE agreements and financial best practices.

Prepare business cases, financial submissions, and capital/grant proposals.
6. Stakeholder Engagement & Representation

Build strong relationships with HSE, local authorities, educational bodies, and advocacy groups.

Represent the organisation in public forums and community committees.

Maintain transparent communication with internal and external stakeholders.

Report significant developments to the Director of Services and participate in on-call rota.
Key Performance Indicators (KPIs)

Regulatory Compliance: Meeting all legislative and quality standards (e.g., Disability Act, Health Act).

Operational Governance: Delivery of contracted services and HSE reporting requirements.

Team Leadership: Effective senior management performance and team support.

Line Management Structure: Implementation of support and performance systems across teams.

Resource Management: Delivery of services within allocated budget and staffing levels.

Quality Standards: Compliance with internal and external audits (HIQA, CQL).

Risk Management: Application of the Risk Framework across services and inclusion in Corporate Risk Register.

Requirements:
-
- Relevant third-level qualification in Social Care, Healthcare, or related field.
- Minimum 10 years' post-qualification experience, with at least 3 years in senior management.
- Demonstrated expertise in workforce strategy, operational governance, and regulatory compliance.
- Proven experience managing a large team of 50+ employees.
- Effective communicator with strong interpersonal skills including excellent written & spoken English.
- Have a full clean driving licence and the use of one’s own vehicle.
