The Land Mobility Service in Ireland is an independent dedicated service designed to facilitate access to land for young farmers and improve the efficient use of farmland nationwide. It was established to address challenges such as farm succession and retirement by providing a tailored support to landowners and prospective entrance through advisory, matching, and structured arrangements such as long-term leasing, shared milking and partnerships. The Land Mobility Service plays a key role in enhancing productivity, supporting rural development, and securing the future of Irish agriculture. You will be responsible for managing a team of 3 staff.
Job summary
The Land Mobility Service is seeking a highly skilled and results-oriented programme manager to lead the planning, coordination, and delivery aligned with our objectives of facilitating arrangements between existing farmers and new entrants/young farmers. The ideal candidate will have a proven track record in managing multiple projects, engaging industry stakeholders, and remote workers to ensure successful programme outcomes.
Key Responsibilities
- Lead and develop the Land Mobility Service in terms of business planning, promotion, and developing industry relations.
- Develop new revenue streams to enhance the service offering
- Define, plan, and manage the delivery of collaborative farming agreements across Ireland both directly and through a team of facilitators, ensuring alignment with business goals and objectives.
- Oversee the pricing and fee collection of consultations and arrangements, tracking progress, managing risks, and resolving issues.
- Manage service governance including Board updates, financial reporting and stakeholder communication through annual reports.
- Oversee the management and reporting of a European Innovation Partnership project investigating alternative farming arrangements.
- Identify and manage programme risks, opportunities, and pathways to expansion.
- Provide leadership and coaching to facilitators and education on the service’s role to partner organisations.
- Engage with internal and external stakeholders to ensure programme alignment and success.
- Responsible for managing a team of 3 staff.
Required Skills & Experience
- Proven experience in managing programmes, ideally in facilitation, accountancy, auctioneering or legal.
- Knowledge of the Irish farming landscape and all associated policies and farm schemes
- Excellent communication, and stakeholder engagement skills.
- Experience of managing budgeting and timelines across both in-person and remote teams.
- Experience reporting to steering committees or boards
- Ability to work in both front facing and management capacity independently and adapt to changing priorities.

Desirable Skills & Experience
- Knowledge of collaborative farming

- Experience in setting up and completing leases
Qualifications
- Bachelor’s degree in Business, Agriculture, Management, Accountancy or a related field.
Renumeration
Basic salary of €55000 to €65000 euros depending on experience.
Travelling expenses provided. Flexible bybrid working model.
