FRS Recruitment are recruiting on behalf of a public sector organisation for an experienced HR Partner to join their HR team on a 14 month fixed term contract.
Role Overview
Reporting to the Head of HR, the HR Partner will design, deliver and evaluate learning and development initiatives aligned with the HR and L&D strategy. The role will also lead the design and delivery of Employee Wellbeing and Equality Diversity and Inclusion programmes across the organisation.
The role sits within a team of four L&D specialists and requires responsibility for administration, evaluation, metrics and reporting across all assigned projects.
Key Responsibilities
Learning and Development
- Design, facilitate and evaluate learning initiatives aligned to organisational and business needs
- Ensure strong L&D governance including needs analysis, evaluation, record keeping and ROI
- Use innovative learning approaches and learning technologies to enhance delivery
- Promote and communicate learning opportunities across the organisation
Employee Wellbeing
- Design and deliver the Employee Wellbeing Programme for 2026
- Evaluate initiatives and incorporate feedback into revised plans
Equality Diversity and Inclusion
- Design and deliver a calendar of EDI initiatives aligned to staff input
- Support achievement of Gold Investors in Diversity accreditation
- Facilitate EDI events, forums and communities of practice
- Embed diversity and unconscious bias awareness training
- Work with the Disability Liaison Officer on reasonable accommodation initiatives
Additional Responsibilities
- Manage HR communications including HR intranet content and monthly newsletter input
- Contribute to strategic HR and organisational development projects
- Develop and update relevant HR, L and D, Wellbeing and EDI policies and guidance
- Maintain up to date knowledge of HR legislation and best practice
Essential Requirements
- Minimum of a level 8 Degree (on the National Framework of Qualifications or equivalent) in Learning & Development, Organisational Behaviour, Human Resources or other relevant field.
- Proven experience designing and delivering learning programmes and L&D frameworks
- Strong facilitation and stakeholder engagement skills
- Excellent communication and interpersonal skills
- Advanced proficiency in Microsoft 365
- Ability to maintain confidentiality
Desirable
- Postgraduate qualification in EDI or Wellbeing
- Experience delivering EDI and Wellbeing programmes
- Experience achieving Investors in Diversity or similar accreditation's
- CIPD accredited
- Project management experience
- Public sector experience and familiarity with public procurement
- Experience with HRIS systems
