Clinical Nurse Manager 3 – Nurse/HCA/ODP Practice Development & Education

Overall Purpose of the Role

The Clinical Nurse Manager 3 will lead the delivery of clinical education and ongoing professional development for nursing staff and healthcare assistants, ensuring alignment with the highest standards of practice. Working in collaboration with the Director of Clinical Services/Director of Nursing, the postholder will help shape the hospital’s nursing education strategy and foster continuous professional development across all relevant staff groups.

As a key member of the senior nursing leadership team, the postholder will demonstrate strategic foresight, professional leadership, and facilitate robust communication with clinical teams throughout the hospital. This role requires a forward-thinking approach to developing a comprehensive Clinical Education Programme and driving quality improvement initiatives in alignment with organisational goals.

An extensive knowledge of nursing practice and a proven background in clinical education are essential for success in this role.


Key Responsibilities & Deliverables

Clinical Education & Practice Development

  • Design, implement, and lead a comprehensive Clinical Education Programme.

  • Foster a professional practice environment aligned with the mission, vision, and values of Hospital.

  • Ensure nursing and HCA practices comply with NMBI standards.

  • Oversee quality assurance initiatives to uphold high standards of patient-centred care.

  • Promote person-centred approaches and enhance clinical outcomes through evidence-based care practices.

Education

  • Ensure competency goals for nurses and healthcare assistants are evidence-based and implemented at the unit level.

  • Facilitate change and play an active role in nursing and broader hospital development initiatives.

Leadership & Management

  • Support the Director of Clinical Services in advancing nursing education strategically and operationally.

  • Provide senior management cover when required.

  • Offer strategic and clinical leadership within nursing services.

  • Facilitate team-building and staff engagement activities.

  • Represent nursing in interdisciplinary meetings.

  • Develop, implement, and evaluate the Clinical Education Programme.

  • Promote excellence in practice aligned with organisational goals and timelines.

  • Define and monitor key performance indicators (KPIs) in clinical practice.

  • Lead on quality initiatives and ensure nursing services align with quality assurance standards.

  • Ensure all policies are current and available via Q-Pulse.

  • Maintain documentation standards in compliance with national and JCI guidelines.

  • Plan and coordinate work schedules to achieve strategic objectives.

  • Deliver and present educational sessions to clinical teams.

  • Manage and schedule education, development, and audit activities.

  • Promote a culture of research and evidence-based practice.

  • Demonstrate strong organisational, time management, and motivational skills.

  • Support sharing of best practices across the hospital.

  • Produce reports and contribute to ongoing quality improvement initiatives.

  • Manage Clinical Educators and Facilitators.

  • Support expanded education and development for HCAs in enhanced roles.

  • Guide nursing staff in implementing evidence-based practices and models of care.

  • Actively participate in hospital audits.

  • Contribute to preparations and ongoing compliance with HIQA, JCI, and JAG accreditations.

Performance & Competency Development

  • Monitor staff competence through regular reviews and feedback sessions.

  • Lead and mentor staff to achieve agreed professional development goals.


Education & Training

  • Collaborate with third-level institutions to create and deliver educational frameworks for clinical programmes.

  • Lead the Nurse Educators and Clinical Facilitators in implementing education for nurses and HCAs.


Interprofessional Collaboration

  • Build and maintain effective working relationships with internal departments, clinicians, allied health professionals, patients, families, and external agencies.

  • Communicate regularly and effectively with the Director of Clinical Services and ADONs.

  • Work collaboratively within multidisciplinary teams.

  • Partner with training providers to support educational delivery.

  • Provide coaching and respond to individual learning needs.

  • Demonstrate strong written, verbal, and presentation skills.

  • Be registered with NMBI as a Registered General Nurse.

  • Maintain a professional portfolio.

  • Uphold the professional image of nursing and Hospital at all times.

  • Attend relevant courses, study days, and mandatory training sessions.

  • Engage in personal performance reviews with the Director of Clinical Services.

  • Remain current with nursing research and developments.

  • Actively pursue personal and professional development.

  • Support adherence to relevant codes of conduct and hospital policies.

  • Be flexible and responsive to hospital needs, including redeployment if necessary.

Person Specification

Qualifications

  • Registered General Nurse with NMBI.

  • Postgraduate qualification in education (Level 9 or above) is essential.

  • Completed a Teaching and Assessing course.

  • Experience in delivering education in an academic or university setting.

  • Must demonstrate relevant expertise and competencies for the role.

Experience

  • Minimum of 5 years post-registration experience.

  • At least 2 years in a role focused on clinical education, practice development, or quality improvement.

  • Proven skills in leadership, teaching, clinical supervision, critical thinking, and professional development.

  • Experience managing or supervising a clinical team.
