Job Description

Role Title: Clinical Support Officer

Reports to: Area Services Manager

Location: Various locations as required (Travel necessary)

Contract Type: Full-time / Permanent

Salary: Commensurate with experience and qualifications


Overall Purpose of the Role

The Clinical Support Officer is responsible for developing, implementing, and supporting high-quality clinical care practices across all service areas. This includes delivering staff training, ensuring compliance with national policies, facilitating health assessments, and managing clinical risks. The role plays a vital part in promoting safe, person-centred care and continuous improvement within services supporting individuals with intellectual disabilities.


Key Responsibilities

Clinical Oversight & Support

  • Provide professional guidance and practical support to staff on clinical care, behavioral supports, and healthcare planning.

  • Develop and implement support plans and strategies tailored to the needs of service users.

  • Advise teams on risk assessment and management, supporting a proactive safety culture.

  • Participate in multidisciplinary meetings to assess and improve care quality.

  • Collaborate with service users, families, and support teams to review and update care and transition plans.

  • Conduct reviews and make recommendations following clinical incidents or service issues.

Training & Development

  • Design and deliver staff training programs in line with evidence-based practice, covering areas such as Medication Management and Positive Behaviour Support.

  • Develop learning objectives and assessment tools to measure staff competency.

  • Review and revise training content regularly to reflect legislative updates and sector developments.

  • Support staff who require additional training due to identified gaps or incidents.

Quality & Compliance

  • Promote compliance with national standards and internal policies across all service settings.

  • Contribute to the development and roll-out of standard operating procedures.

  • Participate in audits and service evaluations to monitor care quality and staff performance.

  • Ensure accurate and confidential documentation and reporting in line with GDPR and statutory obligations.

Service Innovation & Continuous Improvement

  • Support the development of innovative care models and service enhancements.

  • Lead or contribute to quality improvement initiatives.

  • Use clinical data and audits to guide evidence-based decision-making.

  • Foster a learning culture by mentoring staff and promoting reflective practice.


Person Specification

Essential Qualifications & Experience

  • Registered Nursing Degree

  • Qualification or experience in delivering SAMs or other clinical training programs

  • Minimum of 5 years’ experience in the disability sector

  • At least 2 years in a relevant management or supervisory position

  • Proven experience supporting individuals with intellectual disabilities

  • Strong knowledge of safeguarding, healthcare regulations, and risk management

  • Full clean driving license and access to own transport

Desirable Attributes

  • Experience delivering or coordinating regulated residential services

  • Familiarity with HIQA standards, national health frameworks, and audit tools

  • Excellent communication, leadership, and interpersonal skills

  • Proficient in IT systems relevant to training and care documentation

  • Demonstrated ability to support service change and innovation

Working Conditions
